In May 2005, the 58th World Health Assembly approved a Resolution on "Disability, including prevention, management and rehabilitation" that calls upon Member States to strengthen implementation of the United Nations Standard Rules on the Equalization of Opportunities for Persons with Disabilities.

The following sections offer guidance on how community-based rehabilitation and the referral system may be used to assist in the promotion and improvement of prosthetics and orthotics services.
The Standard Rules represent a strong moral and political commitment of Governments to take action to attain equalization of opportunities for persons with disabilities. The rules serve as an instrument for policy-making and as a basis for technical and economic cooperation.
